Having practiced energy law for over thirty-three years, Wendy has been consistently recognized by Chambers USA as a leader in the field, describing her as “almost superhuman when it comes to managing a diverse group into a consistent regulatory position.” In 2025, Chambers noted, “Wendy brings a lot of wisdom, knowledge and experience that is hard for anyone else to match. Known for her depth of knowledge, strategic thinking, and superb handling of clients, Wendy focuses her practice on representing electric utility clients before the Federal Energy Regulatory Commission (FERC) and federal courts. She is particularly focused on representing transmission owners in a variety of matters including transmission cost allocation, rates, compliance, and issues related to regional transmission organization (RTO) membership. Wendy has over twenty-five years of extensive experience counseling the MISO Transmission Owners, a large group of over forty electric utilities who are transmission owners in the Midcontinent Independent System Operator, Inc., on all regulatory issues, as well as representing U.S. and Canadian entities on a wide range of electric regulatory matters.

Experience

Representing transmission owner clients through successful prosecutions before FERC, the U.S. Court of Appeals and the U.S. Supreme Court in the design of transmission cost allocation to enable the reliable and economic delivery of energy.

Representing transmission owner clients in the litigation of the financial obligations to other RTO members when a utility withdraws from an RTO.

Representing transmission owner clients in defense of their return on equity.

Representing and advising transmission owner clients on a wide variety of federal regulatory and compliance matters, including counseling on current issues such as large load integration.
