Anne Marie focuses her practice on a wide range of legal, policy, and technical issues involving electric energy regulation, with particular experience related to transmission planning, transmission incentives, generator interconnection, resource adequacy in the Midcontinent Independent System Operator (MISO), wholesale energy markets in the MISO and the California Independent System Operator (CAISO) regions, corporate matters, and hydropower licensing.
Before joining Wright & Talisman, Anne Marie dedicated more than thirteen years to public service at the Federal Energy Regulatory Commission (FERC), serving as Legal Advisor to three Commissioners, as an Attorney Advisor in the Office of the General Counsel in Energy Markets, and as an Energy Industry Analyst in the Office of Energy Market Regulation. She helped shape significant Commission orders by leading interdisciplinary teams and identifying legal and technical risks. Her service also included a detail to the House Energy and Commerce Committee, where she contributed to transmission-related provisions in the Infrastructure Investment and Jobs Act and supported congressional oversight of the bulk electric system following Winter Storm Uri. In recognition of her leadership and contributions, she received the Chairman’s Medal from Chairman David Rosner in October 2025. Drawing on her extensive FERC, congressional, and technical policy experience, she offers clients a sophisticated understanding of the regulatory landscape and the decision-making processes that shape today’s evolving wholesale energy markets.

Experience
Led the development of major Commission rulemakings, including Order Nos. 1920, 1920-A, and 2023.
Advised three FERC Commissioners, two of whom served as Chairmen, on transmission policy, resource adequacy, wholesale market design, hydropower licensing, and federal-state jurisdictional matters, shaping policy direction at the highest level of the agency.
Served as a subject matter expert to Congress during a detail with the House Energy and Commerce Committee, drafting transmission-related provisions included in the Infrastructure Investment and Jobs Act and supporting legislative strategy.
Supported the House Oversight and Investigations Subcommittee in its examination of Winter Storm Uri’s impact on the bulk electric system.
