Stefan focuses his practice on electricity transmission and energy market regulation, while representing clients before the Federal Energy Regulatory Commission (FERC). Before joining Wright & Talisman, Stefan was a senior associate at a research and consulting firm where he advised on wholesale power markets matters for multistate offices of the consumer advocates at various Regional Transmission Organizations, with a focus on capacity market reforms, transmission interconnection, and FERC filing and order compliance.
Stefan also served as a legal fellow with a federal environmental policy office and a leading national renewable energy trade association. In these roles, he supported the implementation of major environmental regulations, including the Phase 2 revisions to the National Environmental Policy Act, and provided legal research and analysis for the general counsel. Prior to this, he served as a policy analyst for nonprofit research organizations focused on advancing climate and energy policy by conducting in-depth research on climate tech innovation, carbon pricing, wholesale electric power markets, and energy equity in environmental justice communities.
