DESCRIPTIVE BIO
Mr. Koury has practiced energy law before the Federal Energy Regulatory Commission (FERC) and in related court proceedings for 29 years. From 1980 to 1984, Mr. Koury held various positions in the FERC's Office of General Counsel, serving as a trial attorney in both the natural gas pipeline and electric utility divisions, as well as serving as an advisor to the FERC on legal and policy issues. Since entering private practice in 1985, he has represented energy clients in a variety of matters before the FERC, including gas pipeline rate cases, oil pipeline rate cases, certificate and abandonment applications, tariff filings, compliance counseling, contract negotiation and drafting, gas import/export authorizations, complaint investigations, enforcement proceedings, and rulemakings. Mr. Koury also has an active appellate practice in energy matters before the U.S. Courts of Appeal.
EDUCATION
Mr. Koury earned his L.L.M., with highest honors, from George Washington University in 1985. He received his J.D. from Albany Law School of Union University in 1980, where he served on the Law Review. He received his B.A. from State University of New York at Albany in 1975 (Phi Beta Kappa).
